Frost Focus Area Bank Stabilization Fountain Creek Project – Construction Services

The Fountain Creek Watershed District (FCWD) is seeking qualified contractors to submit proposals for construction services associated with the Frost Ranch Restoration Project located within the Fountain Creek Watershed in southern Colorado.

The project includes implementation of watershed restoration and stabilization improvements intended to enhance channel resiliency, reduce erosion and sediment transport; improve ecological function; and support long-term watershed health. Work may include, but is not limited to:

• earthwork and grading,
• stream and floodplain restoration,
• bank stabilization,
• drainage improvements,
• revegetation and erosion control,
• installation of in-stream and/or structural stabilization features,
• site access and temporary controls,
• and related construction activities.

FCWD is seeking contractors with demonstrated experience in:

• heavy civil construction,
• stream restoration and stabilization,
• environmentally sensitive construction practices,
• erosion and sediment control,
• and successful delivery of publicly funded infrastructure or restoration projects.

Additional contractor qualifications may be requested.

The selected contractor will work collaboratively with FCWD, the project design team, permitting agencies, and project partners to support successful implementation of the project.

• RFP Release: 05/22/26
• Mandatory Pre-Bid Meeting: 06/10/26 (Site Visit)
• Questions Due: 06/12/26
• Proposal Due: 06/26/26
• Anticipated Construction Start: Permits Dependent

Proposal Requirements

Proposals should include:

• Company qualifications and relevant project experience
• References for similar completed projects
• Proposed project team and subcontractors
• Construction approach and schedule
• Safety record and safety program information
• Cost proposal
• Any exceptions or clarifications

Preference may be given to firms with experience in watershed restoration, regional project delivery, local workforce participation, and collaborative public-sector project implementation.
