The Pikes Peak Area Council of Governments (PPACG), in cooperation with the Pueblo Area Council of Governments (PACOG), developed the Fountain Creek Watershed Plan in 2003.

PPACG has coordinated the following groups involved in planning activities in the Fountain Creek Watershed: 

Technical Advisory Committee (TAC) The TAC provides a broad range of technical expertise and wealth of experience in the watershed to planning efforts. The TAC is composed of technical representatives from local, State and Federal agencies and soil conservation districts.

Pikes Peak Area Council of Governments (PPACG) Board of Directors
The governing body of PPACG is composed of elected officials from member governments, and memberships are open to all general purpose local governments in the Pikes Peak Region. PPACG provides a forum for local officials to identify regional problems and opportunities, develop solutions and make recommendations to local governments on area-wide strategies. Pueblo Area Council of Governments (PACOG) Board of Directors
